RM of West St. Paul

The Rural Municipality of West St.Paul is situated in south central Manitoba, and is found adjacent to the northern boundary of Manitoba's capital city, Winnipeg. West St.Paul is accessible by Provincial Trunk Highway 8, which runs north of Winnipeg through the municipality, and by Provincial Trunk Highway 9, which is on the eastern side of the municipality. The municipality is relatively small (5 miles square) and is bordered on the east side by the Red River, and on the south side by the City of Winnipeg. Flat prairie lands surrounded by small crops of trees and vegetation characterize the area. West St.Paul has a population of approximately 3658 residents. The major concentrations of residents are found in the community of Middlechurch, and the subdivisions of Rivercrest and Rivergate. Much of the population is also spread throughout the community.

History

West St.Paul was officially incorporated as a municipality in 1916, but its history dates back long before this time. As immigrants moved north in the 1800's, they found the land west of the Red River suitable for settlement. Fertile farmlands also made the area very desirable by immigrants wanting to establish homesteads. And as more people moved into the area, small permanent communities such as Middlechurch sprang up along the countryside. In 1880, the Rural Municipality of St.Paul was established.

The municipality incorporated land on both sides of the river, with the municipal offices located on the west side of the river. This larger municipality was eventually split into the individual municipalities of West and East St.Paul, with the river as their boundary.

Economic Base

Adjacent to the capital city of Winnipeg, West St.Paul offers its residents proximity to many services and products, yet a comfortable and less hectic lifestyle in a country setting. The municipality itself offers a basic range of services that meet the needs of its residents.

The municipality has its own fire department and first responder unit, while the nearby City of Selkirk provides ambulance and policing services. West St.Paul also boasts a kindergarten to grade nine school, and a nursery in its boundaries. The municipality offers a wealth of parks, recreational facilities and two community centres, important for families moving into the area. The Middlechurch Personal Care Home is the most prominent employer in the municipality, employing a number of local residents. The municipality also boasts four garden nurseries, which provide gardening advice to green-thumbs and serious gardeners in the community and also in Winnipeg. West St.Paul is constantly growing with more families moving from Winnipeg out to the subdivisions of Rivercrest, River Springs Estate, and Middlechurch.

Major Attractions

West St.Paul has a very strong cultural and recreational backbone, evident by the two community centres, numerous parks and sports venues in its boundaries. Rivercrest Municipal Park provides a fun playground for children, and a picnic area. The Riverdale Municipal Park also has a playground and tennis court for all tennis lovers. The municipality also has its own curling club that boasts four ice sheets, and six baseball diamonds. The Perimeter Driving Range calls all golfers to practice their swings at its facilities. The municipality also boasts the Royal Manitoba Yacht Club and Marina, and another boat launch just south on the Perimeter Highway and Provincial Trunk Highway 9.
